Is a fine and short wire that heats up easily and melts when the current flowing through it exceeds the value of the fuse

Depends on the value of the maximum current that flows through a circuit or electrical appliance

The fuse to be used should have a value which is slightly higher than the maximum current that flows through a circuit or electrical appliance in normal operating condition
Example of the cause of a short circuit
Damaged wire insulation, so exposed live wires are touching with an exposed neutral wire
